Tunnel is up, but why can't I make a data connection?

I'm still in a lost on how to deal with this. I can confirm from the "show crypto isakmp sa" that the tunnel is up but why can't I start the data connection bet 2 sites (L2L VPN, both Cisco routers). I put the portion of "show crypto session detail" and you can see that I'm receiving the 4 packets of the other end and mine is 0? Why can't I reply?
