TTY port change?

Is it possible to configure a TTY port for multiple access? My situation is this: I connect to a remote CS1000m via telnet (procomm) through an ION modem. The trouble is the person onsite does not always disconnect their "T1" session from Procomm even though they are not logged into the PBX. When this happens, I can connect through the modem no problem but can't get through to the switch because it says "Cannot Connect - T1 Already Connected". I know in the past when our Vendor has dialed into my switch and I've been logged in, it has let us both "share" the session and type commands. Is this a function of the TTY ports, or the ION modem that has to be changed to allow this. Let me know what you think, thanks!
 
Its a function of the TTY Ports, as it could very well be that Multi-User Login is not supported or not configured properly within either the Configuration 1 (ld 17) or within the TTY port specifically.

I say for two people to be on the same Serial TTY, it is the modem, not the TTY that would enable that. The TTY is a single user connection. The modem may allow you to add a friend as well as give you the Telnet connection (serial to telnet)

Multi-User only means two TTYs can be performing work at the same time. With Multi-User OFF then you can have any number of TTYs but only one person can be in LD10 for example. But the benefit is all TTYs see all input output on their trminal.
