TTS over a modem?

Does anyone know of any software that will allow you to dial a number using a voice modem and then play a message using Text-To-Speech? I would like to add voice messaging alerts to my network monitoring software so it would have to be able to accept the number to dial and the message to play as command line parameters so that it can be spawned by another process. I have a program that will do this and play it out the speakers, but not through a modem. Any help or suggestions are greatly appreciated!
 
You'll be far better off using a CTI card to implement the TTS. It is built-in functionality. But if you insist on doing it through a voice modem, I would look at vgetty. It is probably the closest thing to what you are looking for. You should be able to use some of the add-on software or scripting to do what you want.
