TSAPI Licensing

Hi All,
I have a site with an S8700 V2 and a MAPD card.
I have been asked to verify the amount of TSAPI licenses.... I have spent the last 3 hours looking for the info, but have come up with nothing except upgrade to AES. Budget constraints will prevent this, so they are stuck with the MAPD. Does anyone know how the TSAPI is licensed, or could point me in the direction of some good documentation...
