TSA not loaded when backing up with Arcserve

I have One sever on separate segment which gets errors when arcserve attempts to backup. TSA not loaded - SMS required to preserve name space etc. We are running NW5.1 with sp3a on all servers in the tree and all modules are loading correctly from what I can tell ie TSA500,TSANDS and SMDR. I have also loaded SMDR NEW as well with no improvement. Other NW5.1 which are on the same segment as the backup server work fine. Could the router be stopping the service ?
Any help would be great as I have been thru all the TID's on novell site without any success.
