TS2000 : block http address from within the terminal server

Is it possible to block a certain http address when a user is logged on to terminal server 2000 ?
When the user is logged on to our terminal server he is allowed to use our intranet but he is not allowed to access another webserver so I want that webserver blocked from within the terminal server for a selected group of users.

This would be possible by policy. But if the user that login
locally on his PC is the same that logon at TS, is not
possible distiguish the situation.

You can put default-Gateway = host ip address, but
nobody exit from local network.

Another way is using mandatory profile for that users
and configure Desktop, Application ecc : this becouse
there are different profile for use in Terminal Server or Normal login.

However if the user has only a TS access at the domain
you can use Policy; which kind of Domain have you ?
