TS License Server Not Issuing Per-User CALs

Hello,

I have a Windows Server 2008 machine running Terminal Services and TS Licensing. 5 Per User CALs, with a Domain scope.

The server reports Event ID 4105 every time someone logs on to the server remotely:
Description:
The Terminal Services license server cannot update the license attributes for user "$USERNAME" in the Active Directory Domain "$DOMAINNAME". Ensure that the computer account for the license server is a member of Terminal Server License Servers group in Active Directory domain "$DOMAIN".
If the license server is installed on a domain controller, the Network Service account also needs to be a member of the Terminal Server License Servers group.
If the license server is installed on a domain controller, after you have added the appropriate accounts to the Terminal Server License Servers group, you must restart the Terminal Services Licensing service to track or report the usage of TS Per User CALs.
Win32 error code: 0x80070005

The TS License server is a member of the 'Terminal Server License Servers' group in my Domain. The license server is _not_ installed on a Domain Controller, we do not have a Windows Server 2008 Domain Controller in the domain (only 2003).

The documentation on this is pretty much what you see in the Description of the Event. Does anyone have any additional insight in to this problem? The server is not issuing the CALs.
 
I have this same exact issue, however it only affect some clients. The majority of clients I connect to it work fine.
