Trying to write XSL for XML feed to use in Oracle Portal

I really have no clue what I'm doing but...

I use Orcale Portal which requires an XSL document to turn any non row/rowset format XML into that format so it can render it in a portlet. The XML feed is here:

(the Federal goverment opening status) the XSL I have tried to write is here:

- When i try to use this in Portal, it gives me a very helpful "failed" message. Any help gratefully received.
