Trying to use a SIP client with a Panasonic NCP500

I'm trying to configure a Panasonic NCP500 PBX so it can work with people using PCs that have the 3CX phone client program, which uses SIP. The PBX has the V-SIPEXT32 virtual card, which I've moved into one of the virtual shelves.

When I try to mark the extension INS (in service), I get a pop up box with error code E033102 and the message "card obstacle".

In the Minor section of the error log there is an entry with error code 136 and the message "IP extension or trunk limitation over".

Is this a license issue? I'm somewhat new to the world of configuring PBXes. This particular one was provided to us by a customer initially for testing, but with the understanding that we would keep it after the project was done. The license key was provided by them, and I don't know what all it enabled or didn't enable.
 
If you don't have any ip phones or trunks on the system already. There may not be a dsp card in the system. The dsp card is used for all ip services on the ncp and does not come in the system as standard unless it is the ncp500v model
 
We have IP phones and trunk lines that are working, and the PBX has the V-SIPEXT32 (I think that's what it's called) virtual card. It seems that everything that needs to be there for this to work is there, so that's why I'm wondering if our license key doesn't allow the SIP functionality to work.
 
Look in activate licence page to see if any sip ext licences are installed
If not you need one for every sip extension
