Trying to reconfigure new SWC card

On a 9000 class server with HP-UX, Im trying to reconfigure a new SWC card. I've done the procedure before but never with a new card.
Usually I connect a laptop to the card via a crossover cable and access the web interface on the SWC, however the brand new card in the server does not even respond to a PING, even with replacement crossover cables or laptops.
Are there any extra steps to take when installing brand new SWC cards in HP boxes ?
