Trying to Link tables

I am trying to link tables in 2 separate DB that have user level security on them. Everytime I attempt to do this it is telling me that I don't have permissions to do this. Although I have set my user permissions in both to admin on everything. I am the own of both and my username and passeords on both are the same. What am I missing, why can't I do this?

It doesn't matter that your user name and password are the same. What matters is that the user name and personal id are the same.
