I am trying to install qmail with
apt-get install ucspi-tcp-src
apt-get install qmail-src
apt-get install procmail
build-ucspi-tcp

but I am getting
Reading Package Lists... Done
Building Dependency Tree... Done
E: Couldn't find package ucspi-tcp-src

and same for the rest of the packages .....
is this no longer the valid way to install qmail?

any hlep appreciated

The valid way to build qmail is from source with patches such as via "netqmail".

I do not believe it appropriate to build qmail from .deb packages, since the implementation of qmail requires so much manual integration that could not be reasonably anticipated by the package builder.
