Trying to install Access runtime on 2003 TS (not R2) 1

I have two Windows 2003 (one Standard 32, one Standard 64) server with Citrix XenApp.

I am trying to install Access 2002 runtime so users can access some access databases. It tells me "The system administrator has set policies to prevent this installation." This happens whether or not I run "change user /install" before.

I also tried doing this through Add/Remove Programs, but it tells me:

This machine is running Terminal Services in Application Server Mode. Applications are not available to install from the network in this mode.

I also tried logging into the console (as opposed to mstsc) and got the same problems.

It's been awhile since I have had to work with Access runtime files on TS but although earlier versions of the access runtime were not required to be installed (they were just standard executables) is it possible the Access 2003 runtime might require an MST (microsoft transform file) before it can be installed. These were are a requirement for installing office products on terminal servers.
 
Actually - I figured it out - somehow the security filtering on the GPO that prevents software installation was applying to administrators, despite me blocking it with security filtering.

I realized that the "Disable windows installer" setting was in the Computer config, not the User config, which is why it was being prohibited.

How do I allow Windows Installer for admins only?
