Trying to hide subtasks from view

I have a project files with the outline level going to 6 or 7 but I need to save the file so it can only be viewed to level 4. I was able to apply a filter to the project to give me what I need but when I Save As and reopen the file is back to normal with no filter applied. Is there a way to hide certain subtasks so when sending the file for review they only see the summary tasks?
 
Using P2003 I cannot recreate your problem.

Project | Filtered for | More filters...
Click on New to open a pop-up window
Field Name "Outline Level"
Test "is less than"
Value "5"
Click on OK to close the pop-up window
Click on Apply (only tasks with an outline level of 0...4 show
File | Save As and save the file
Exit from Project
Double-click on the file to open it
Only tasks with an outline level of 0...4 are displayed)
