Trying to get SP1 or FR1 installed

We have XPe installed on NT boxes. When trying to install sp1 or fr1 from network or cd copy the process gets about 75% done and then hangs there.. for hours... apparently still trying to install. The CPU is maxed, looking at Task Manager it appears that xpfrinstall.exe and services.exe are using about 50% each of CPU. Watched Task Manager as the install went in and right when the CPU hit 100% it seems to spawn multiple winlogon and crss session. One server has 512 meg memory and the other has a gig. Both have a couple of gig spare disk.
I would appreciate any thoughts on how to get this installed.
