Trusted system location

hello, im running IIS on a windows 2003 server and i have to ask about trusted system location for DLL files and folders,

i have ioncube loaders for some of my php files, the problem is i got told by the ioncube support that my ioncube dll is not in an trusted system location and i wonder how i make my webroot folder a "trusted system location" with IIS or windows 2003
