Trust computer for delegation - security settings problem

I am trying to setup trust for W2K server on Windows 2003 Server using Administrator account and getting error message:

'Your security settings do not allow you to specify whether or not this account is to be trusted for delegation.'

I was able to find resolution for this problem on another forum that involves following steps:

"Go to
->Computer Configuration ->Windows Settings ->Security -> Local Policies ->User Right Assignment

Double click the "Enable computer and user accounts to be trusted for delegation" entry and check the "Define this Policy" box and add the Administrators Group (or your Admin user or any other group/user you want to have this ability). Click OK."

Problem is that when I bring up Local Security Settings for: "Enable computer and user accounts to be trusted for delegation", list of users is empty and buttons for adding users or groups is disabled.

Any ideas what is going on?
