how do i do a trunk to trunk xfer on 1.4(27) phonemanager

with phone manager open press F2 then dial the no on the pop up box that appears, announce the call and hang up.

You can only transfer incoming trunk calls to a trunk line, you cannot dial two external numbers and connect them, not even with a conference setup.
The way to do it is as xlr8neo described.
