Trunk to Trunk Transfer

Ok, I have a Tie route configured from WA to GA using ITG 2.1 (1 ldr and bldr at each location). I have the routes built with NCRD=yes, TRMB=no, TRO=no (I have tried several different configs on these settings). I even turned off TAT on the DCH's. I checked the CDB (RDR,FTR for OPT=CFF and NET for TRNX=yes, EXTT=yes). I have the trunks set for TGAR=0, NCOS=0 and CLS=UNR. I have a set programmed in GA to forward and hunt to a set here in WA. I try calling to the set I have forwarded I get "SWED NET CONGESTION" on DCH messaging. I am now at wits end and wonder if anyone knows of a possible fix. I am running these as STD for SIGO and SL1 for IFC. I have been told that I might try using SL1ESN5 for the IFC. I am just wondering if anyone has any ideas. Trust me on this any thought would help. All calls route fine (ACD, transfers, tie trunk to local trunk). It just will not route the call back across the span. Even with TRO on I get the same error. When DCH messaging is on I get the local message but the far PBX only shows "normal call clearing".
 
I now have them setup as SL1 ESN5 and still the same problem. I am calling into ETAS today to see why it will not transfer.
