Trunk to Trunk Transfer

I am front ending an Avaya Communication Manager with a Nortel SL100. We are tied together via bonded PRIs using NI1 protocol. We can call station to station just fine in either direction, but when we make an outbound call from the Avaya side, we get a wave off tone saying and our trace says Unassigned Number. We can see the full 10 digit number coming into the SL100 with the 9, but it doesn't call out.

Is there a setting to restrict trunk to trunk transfers that we can take a look at?
 
Is the 9 set up as the ARS access code on the Avaya and are you using the Avaya ARS tables? You may need to insert another 9 in the route pattern for the SL100 to route an outbound call.

If it is a trunk to trunk transfer problem, under System Parameter Features there is a system wide trunk to trunk transfer setting on page 1. Depending on how that is set, you can override it by using COS and modifying the Trunk to Trunk transfer field for the COS assigned to the extension
 
We are inserting a 9 and the Nortel is getting it. Also, we aren't doing trunk to trunk from the Avaya. It's trunk to trunk on the Nortel SL100.
