trunk to trunk call from ATT in Nortel 61C

Dear experts,

one of our customer requests to make the trunk to trunk connection between the outbound call and the IDD call. The attendant made a trunk call and used the conference or call transfer to a IDD card (mobile no.) unsuccessfully. In CDB:

DITI YES
TRNX YES
EXTT YES
FTOP FRES
Should I change the FTOP to FTLY?

Please advise.
