Trunk to trunk call forwarding

Hi. I have a problem with trunk to trunk call forwarding. I have an incoming DPNSS link from a Mitel switch and an out going DPNSS on a CS1K rel 5. If a nortel phone is on call forward always, and a Mitel phone calls it i get a busy tone. I've put the D channel messaging on the outgoing route and nothing appears. If i use the Acod instead of the AC1 code then it works.

In the CDB options,opt prompt, set for cff instead of cfo.

make sure the tgar on the sets and both those inbound and outbound trunks do not match

They mustn't match as he said it worked when he used the ACOD and if they matched it wouldn't have worked. Can this phone make the call dialing 9+ the number, if not NCOS/FRL is controlling the call and he's NCOS?FRL may not be high enough.
