trunk line busy

I have 2 trunk lines that r busy, dont know how they got conected tp each other tried everything to free them but nothing worked did RFBOI trying to block the BLEQI but i couldnt any one any ides how to fix it? but most important how this can happen?

Use RFPUI:UNIT=TLP11,LIM=1; This will release the connections. This kind of trunk can get locked up if there is no clear down signal. On this type of trunk an answer signal or a clear down is indicated by a polarity reversal. You may or may not be getting these signals or your route may be configured incorrectly.
 
Thanks i fixed by BLDBI for both trunks then RFBOI for both trunks that worked but only if u block both boards at the same time and the RFBOI both of them then BLDBE, thank you for your help Megglesfield.
 
But if you have in D3 of sig that you have clear by reversal polarity,and the external line give you it, ¿Why is it still in the same problem?
