trunk isolation

I have a building with 13 lines in it. One particular line (813), I want to only ring one phone (extension) and if no body answers go to that extensions voice mail. Basically a Dedicated line to that extension only. I have deleted that trunk from all other extensions and taken it out of the pool already, but when call that number it shows up on the 809 number. What am I doing wrong and what do I need to do to make it work the way the building wants it to?
 
It's interesting to me that 809 and 813 are an even four ports apart. Sure you got 813 in your hand? If you want to tell me about your cards from left to right, I can help count with you.

card 1: 016 MLX
Card 2: 016 MLX
card 3: 016 MLX
card 4: 016 MLX
Card 5: 408 MLX (first trunk card all four full (801 thru 804)
card 6: 800 GS/LS-ID (2nd Trunk card first six are full, last two are open)
card 7: 408 MLX (third trunk card, first two are used and last port goes to paging system, 3rd port open.
card 8: voice mail
card 9: 008 MLX
card 10: 008 MLX
card 11: 008 MLX

Since I sent this I have figured out that the documentation I was handed when I took this job over was incorrect and the trunk ports have been renumbered and they are not in the same order on the phone system as they came into the building on dmark. (like they are in any one of the other 22 buildings that I maintain.

But still please give me any pointers on completing this task.
 
Here's what you have in the way of line numbers:

Card 5: 408 MLX (801 thru 804)
card 6: 800 GS/LS-ID (805 thru 812)
card 7: 408 MLX (813 thru 816)

This should get you going.
