Trunk group setup with MM710B card in G450 but vendor says D channel is blocked in CPE

Trunk group is NFAS setup with MM710B cards. All B channels up but D channel on 1 card showing OOS in pbx. Already tried to busy/reset/release board and even tried a new board. D channel still OOS. Vendor says they see it as blocked on our end. Any suggestions where else to look?
 
anytime i have seen a d channel down, the b channels would be out of service, do a test board and post results

 
NFAS ds1 programming should have ds1 as isdn-ext
this means d-channel is external to this t1 and allows for 24 b-channels

FAS ds1 programming should have ds1 as isdn-pri
this means 23b+1d on this t1

Trunk group has 2 circuits; one with primary D channel and one with secondary D channel. The secondary is up and all 46 B channels are up working. The primary D channel 24 is OOS. I can busy/release and that primary goes in standby for a couple seconds then OOS again. Both circuits are set as isdn-pri signaling mode in pbx.
