A system I built for my mother has come-back to me... and I've never seen this problem before.. I've seen similar things but not this... Anyways..

I attempt to power-on the system, it attempts to boot then it instantly turns off not even a second after pushing the button.. Funny thing is it doesn't fully turn off.. the Mainboard still has power (the board led is on). I've heard of the PC shutting down on it's own as a fail safe for High Heat conditions, but there's no way it's that the pc doesn't stay on long enough too build any heat.. in fact it almost seems like the power supply just doesn't have the strength to fully boot the system.. but like I said earlier the board is still recieveing a small amount of power..? At this point I'm thinking that I'm going to swap out the power supply and see if thats my problem.. Any second opinions are very much welcome..

Start by unplugging everything Just leave CPU, and RAM.
See if it POSTs if it still won't do it, remove the RAM, and try again. At the very least you should get some beeps indicating there is no RAM present.

If that doesn't happen then the problem is the Motherboard not the PSU.

Dahh, I shoulda know that.. I'll give that a try..
 
What would be the indicator, if the CPU has gone dead???
 
Some other type of Beep code. If the MB is working, but the CPU isn't you should get some audio signal for it. Though it will depend on your MB what pattern of beeps.

wrong... it only takes a fraction of a second for a CPU to heat up...
it attempts to boot then it instantly turns off not even a second after pushing the button.
sounds like the CPU FAN Sensor circuitry cutting in, where it detects that the CPU fan is not turning and thus turns off PC to prevent damage... also a PSU that is flaky will exhibit such behavior...

Suggestion:

do try what Vacunita suggested, and do try a KNOWN GOOD working PSU...

take a look at your HEAT SINK, see if it is seated correctly, and that the FAN is plugged into the right FAN HEADER...

are you sure you applied the thermal paste between cpu and heatsink?
without that, the cpu thermal protection will shut off withinn a second!
