Trouble with setting up a SMTP Relay to Office 365

I am trying to setup a SMTP Relay on a 2019 Server to our Office 365. My test email look to be staying in queue and not going to office 365. Just wondering if anyone has this problem or has any tips about how the relay should be setup.
