Trouble with Inspiron 530, FoxConn G33M02 1

A friend brought me a Dell Inspiron 530, FoxConn G33M02 motherboard that, when you turn the computer on, the fans work, but no beeps, no video at all. I thought that maybe the video is not functioning, but there no signs that computer is actualy booting up... just the fans.

The power light in the front is solid blue, indicating that power is fine. I swapped power supplies anyway, no change. I removed the ram, and got the expected two-beep motherboard warning. When I put the ram back, back to the original scenario.

Can anyone think of how I can proceed in troubleshooting this?
 
Unplug everything including hard drives and CD/DVD drives and whatever else that might be connected to it but is not part of the MB.

If there is more than one stick of RAM remove it also, and only leave one. With everything unplugged turn it on.

If it still won't show anything on screen, try a different video card. If the video card is built into the MB use a plug in card. It should disable the on-board video automatically.
