Trouble with FTP service.

Here is my problem. I just installed a new Windows Server 2003 Web Edition and I can not seem to get the FTP to work. I am behind a router; I am using this server to test out coldfusion. I already have another server running off the same public IP (so port 80 and 21 are used). I set-up the web server to host my testing site on port 69 and the ftp on port 70. The HTTP is working fine, accessing the site via port 69. The major problem I have is the FTP port. It works perfect if I use the local address (192.168.1.69:70) on any system on the internal network...but once I try to access it from the public address (?.?.?.?:70) it looks like it connects and prompts me for a username and password. Using the same username and password as with the local address, I get a permission denied error! Any ideas?
 
UDP/TCP Gopher communications are normally on port 70, so quite probably your router is routing "gopher" traffic elsewhere.

Ideally you should set your FTP port to be outside of the "Well Known Ports" range (0 - 1023) or use one of the "unassigned" ports

I get the same error no matter what ports are used.
 
If I use the regular port for FTP (21) it works fine.
 
Is there maybe a built in firewall with windows server that is blocking that port?
 
Did you set up port forwarding on your router? Also have you checked the FTP logs? What FTP client are you using, the windows one (I recommend Filezilla)?

Yes, the port is being forwarded to the server. FTP Logs don't say anything and ftp client I have used is: dreamweaver, smartftp and IE's FTP. None work.
 
FTP normally uses two ports 20 and 21 , one for the connection and one for the data

The other thing might be passive vs active connections
