Trouble with first boot - no display

The computer:

case - Rosewill TU-155 with 400watt power supply
mobo - Intel DG965ry
cpu - Intel core 2 duo 2.13GHz "E6400"
gpu - xfx nvidia 7600GT
memory - GSkill DDR2 800 2x 1gb
hd - Seagate Barracuda 320gb

On first boot, there were no beeps, no display, all fans going, all led's on, cd drive works fine. So I did the logical thing and took out everything but the mb, cpu, 1 stick of ram and hd and still no display. I double checked my connections, reseated my heatsink/fan to make sure it sat nice and even with the processor. I also double checked the processor, and I am sure everything was in correct, it looks just fine. I took out the hd and both sticks of RAM to make sure the mobo is working, and yes I got 3 beeps, so at least that works. The monitor was tested on another pc so I know it works, however I don't have any other similar PC's to swap parts with unfortunately.

There is onboard video so I have been trying that instead of using the video card, no luck at all. However, some weird problems occur, sometimes when I would turn the pc on, it would not stay on, it would turn on for 8 seconds or so, and then turn off, and on it's own would come back alive after a few seconds for a little bit longer and die again in a loop of off/on/off/on. However sometimes it turns on and stays on just fine. Another thing I noticed, I am not sure where it is coming from but I can hear a faint constant click noise coming from something, I cant pinpoint it. It is constant(every 2 seconds or so), but very quiet so I don't think much of it. I can't seem to pinpoint what is causing the issues as they seem to happen randomly as I swap things around. Although it almost seems to act differently depending on what stick of ram is in there, but I can't really make any solid conclusions. Either way I am getting no display at all. Any ideas?
 
First thing that occurs is - change the power supply. Fans often work after power supply has effectively died. Also, its a cheap and easy thing to try.

I have the same problem. I switched out the power supply, but that didn't fix the problem. Did you ever solve this issue?

After exhaustive testing and some researching, I believe the issue is SPD timings. This board is supposedly extremely sensitive and allows for little tolerance of stated 5-5-5 timings.
