Trouble Using Web Site Publishing In ISA 2004

I have followed the directions step-by-step to publish a webserver (http) and all I get is "ISA server denies the URL" (ISA's version of a 404 page).

Watching the logs, I see my request three times, first entry is denied (default rule), second entry is "allowed -initiated" (using the web publishing rule), then the third entry is "closed" (web publishing rule).

Now obviously the web publishing rule is valid since it appears as "ALLOWED". But my computer is getting the "sorry charlie from the first "DENY" (default rule). The Default rule is the last rule in my list so the Web Publishing rule is much higher and should be the first applicable rule found.

Anyone had this problem?

Until it's fixed I'll just publish it as a server.
