Trouble selecting Excel cells

Occasionally Excel 2000 goes into a curious mode where cells selected are coloured light blue, but can't be copied or changed. The number of cells selected can be changed, but nothing can be done with them. I can't change to another worksheet. All I can do is quit without saving (therefore losing work) and restart my computer.
Can anyone shed light on this?
 
Check to see if your scroll lock is on...or if you have a wheel mouse, you may have "clicked" the wheel instead of rolling it.
 
Ah...here's some light:

This occurs for TWO reasons.

One is what ETID said: The wheel on the wheel mouse is clicked.

Two is that you need your hard drive cleaned up. That's right. And here's the instructions:
