Trouble Removing White Frame From Image

I'm trying to move a country map image over a larger flag image. When I select the map and drag it over the flag, the white frame of the select box remains outside the map. How can I get rid of this?

...does the frame have a stroke applied to it?

...if the white is part of the image then you might have to clip it with a clipping mask...

...is the map an imported bitmap image or a vector image?
