Trouble dialing 866 number

Here is a good one. I have a Right Fax server connected to our CS1000M via T1 so when it dials a number it will use the TIE line to the PBX and dial out from there. I can dial any 866 toll free number, but 1. When I dial that 1 specific number 1866-812-XXXX it shows going out a member on our LP 18 (network), but the Right Fax gets an error saying it never broke dial tone. I can also dial the 1-866-812-XXXX from my phone off the PBX using LP 18 and it works fine. So what does that tell me???

I can dial any 866 number from the Right Fax and it works fine so 866 numbers are routing ok.

I can dial the problem number from the PBX so it's not an issue with network.

I can dial out a dif. 866 number on the same ports on the Right Fax server and they work so it's not the Right Fax ports
 
Do a trace in LD 80 - see where the call is going (or not going).
 
can you send a fax to that number from an analog fax.. i use the fax drivers included in procomm to test fax problems.. usually that problem is the far end, rejecting call type.. you can mod call type on the rlb but that may cause problems else where..

I did a trace and showed it going out LP 18 (network) and tested a phone with that same result when I traced so...I will look into the fax driver.
