trouble connecting external DVD burner

I bought an external powered case, place a Benq DVD burner in it and connect it to an XP machine, via a USB cable. However it give and error of "This device cannot start. (Code 10)" in Device Manager and I'm not able to browse to it.
 
See if another USB device works in the same USB port.
If not, then the USB controller may be disabled in BIOS, or may be bad.

If another device works ok in the USB port, then make sure all connections for the HD and the enclosure are securely connected.

If those are ok, then see if the HD and enclosure work ok in another system.
If not, then either the HD or the enclosure may be bad.

The USB cable is another possibility.

The potential points of failure are:

1. The USB port on the computer.
2. The BIOS that controls the USB port.
3. The USB cable.
4. The DVD-RW drive.
5. The external enclosure.
6. The power supply for the external enclosure.

At this point, it seems like elimination is the best way to identify the failure point.
