We use Microsoft Software Update Services to apply critical updates. This update from MS03-023, KB823559, appears to install successfully, but then the next day it says it needs to be installed again. If I run Windows Update, it is also listed there. I tried installing it from Windows Update, and it still said it needed to be installed. If you look at Add/Remove programs, it shows up as having been installed. I have tried uninstalling and having it re-installed, but with no more success than before. Any ideas?

I'm experiencing same issue with this particular hotfix. Attempts to reinstall nogo. The fix DOES appear in the system registry, however; so Windows Update may have some kind of "blind spot"... Have queried MS via email & certainly not holding my breath waiting for reply.. Anyway, you're not alone.. If you hear anything, would be grateful if you "throw me a frikkin' bone"...
