TROUBLE ADDING ADDITIONAL DC TO WS2K3

Ok, I have on DC named domainx.local DNS is pointing to itself. I try to add an additional controller to the domain and I get an error "RPC server not available". It finds and Identifies the domain at the begining of the DCPROMO wizard, its when the "changing machine membership" screen comes up that I get this error. Any Ideas?

Running on both:
W2K3 Server Std SP1
