Tried-&-True codecs?

I've tried every possible export setting & every possible export type. No matter *what* I do, my audio will never sync to my video like it does in the timeline. I've dealt with the "Cannot write to file" errors while rendering (which I've researched as codec issues). Can someone help me figure out which codec (or codec package) renders the best quality A/V with proper audio sync? Thanks in advance.
 
I like to export as an uncompressed AVI then use TMPGenc to compress it as an mpg, audio/video sync's on every system. MPEG-4 compression synced the best for me straight from Premiere, it was just milliseconds off when I moved it to another system.
