tree report structure doesnt work

I have a dataset that has a parent row within the same dataset. I can identify this including a column called parent ID. This is a tree like structure that can go 5 levels deep. I also have access to the path of parent ID's for each record to indicate at which level the reord resides in the tree. For some reason I can figure out how to do this in crystal. Each level may or may not have sub levels. Think of a project plan structure with sub projects and tasks. There is a hierarchical grouping options on the tools menu but this doesn't seem to be working, ie it doesn't change anything on the report when I use it. Any insight into how to do this type of report would be greatly appreciated.
