TrcTCPApp command

Has anyone experienced an inability to run the TRCTCPAPP command on an IBM HTTP server? When I execute the command for one of the servers on my system, I get a message stating "Server instance {server name} not found." The server instance is up and running. We have a call in with IBM regarding this problem but they seem dumbfounded. Thanks for any advice or ideas.
