transpose one column in Excel

Is there a way to transpose data in Excel as in the example below?

the id column i would like to repeat down the rows and the corresponding rec_ids listed out instead of the comma separated values.

Data - Text to Columns
Delimited option, Next
Comma check box, Next, Finish
Select cells with 1 3 5 7 9 11, Copy
Select cell where you want to start your Paste
Paste Special - Transpose
