We would like to transpose the data above into rows/columns.
The file could be in Excel or MS Access.

Is there a simple Excel or Access function that does this?

Thanks in advance for any assistance.

There is no 'simple' function for this. You'll have to read it into an array and then send it to a table. But, it's not simple.
