Transparent GIFs not displaying correctly in I.E.

The text should be filled in with white and gray pixels. The original image is a 16 color gif.

When scrolling down and up, or resizing the screen, I.E. updates the image correctly. An I.S. guy told me that tuning down a videocard's speed fixes this, but this is a normal GIF (made with Fireworks).

Anyone know what's going on?
