Is there anyway to have a transparent BG (without using.png) but also have the content be at 100% opacity?

Yes. off the top of my head, this would be one way of doing it, and I'm sure there will be others:

- Have 2 containers of the same size and same position, the lower one empty with a background colour and opacity, and the upper 1 with the content.

However, then you have to make sure the sizes and positions are identical - which might be easy if your content never changes in size, but not otherwise.

May I ask why you want to avoid using PNGs? It's the best solution, IMHO, and even in IE6 there's no PNG issue that cannot be worked around.

It's just not an option... working in an environment (too convoluted to get into) where it is not an option... wish it was - would make A LOT of things easier...
