Nate,
I saw the mention of it on another site about coloring cartoons. It supposedly was or is shipped with Photoshop in the "Goodies Folder". The only picture I see of it in the article is a header that says Transparency and under it you can edit transparency and three other items.
I will see if I can find a screen shot of the item and a address to the site so you can see what I'm talking about.
