Transparency problems

I'm trying to save an image w/ a transparent background. It has a thin swirl behind some text and nothing else. If I save it as a GIF w/ transparency and a white matte, it makes the swirl thick and ugly, if i don't use a matte it makes half of the swirl disapper. If I save as a PNG24 it comes out fine, but Internet Explorer doesn't render PNGs properly so it has a solid background color. Is there any way to save the image so it'll display properly?

Here is a example of what happens: - Each of the 4 "News" images are a different attempt, check the filenames for details.

Tif also allows saving with a transparent background.
 
I need to use it in a webpage, so TIF won't work
 
Don't use white as the matte to appear transparently. Use a gray similar to what appears on the web page.
