Do you have access to any of its documentation.What it is for is basically what its says Transmittals. Usually big billion dollar capital projects are done not any one entity they work thru a consortium of contractors,clearing houses,certifiers etc so in the absence of transmittals the engineering department has a bunch of document administrators who painfully match up IN/OUT documentation,drawings etc their revisons,workflows.The module form OT is to streamline the whole operation and is usually setup as not a free flow project but something like a playbook,similar to contracts.Think of it as re-usable templates which are basically created by trained livelink end users who just follow documentation and a little bit of common sense.

You really should watch a webinar or web presentation.In its heart it is all still livelink objects that may resemble Tasks and tasklists with a lot of bells and whistles thrown in.It is in my opinion a very well thought product offering to a very complex problem.
