Found this article on Symantec's site. Has several links to knowledgebase articles with problem/resolutions.

The following information is from several of our own helpdesk tickets. SSC01 is the Win2k Navce server, ver 7.51847. It is slightly related as to how we were able to resolve some other installation issues. You may need verify that your transman.dll is not compressed. This will definetely cause a problem. Hope this is useful.

Failed Installations -

You may get an interruption in the "Installation Wizard", "Error 25002", "Error 25009", or have some other type of mishap during the installation. Here's what to do in these circumstances.

Precheck list:
Verify that on the failed client machine the following is true.
There is a C;\TEMP\Clt-Inst\ folder. If it's there proceed. If not read above again.

1. Either find a Win2K client computer with a successful installation or connect to SSC01 over the network.
2. On a Win2k client, navigate to c:\program files\NavNT\. For SSC01, connect to the "WIN32" share. The path is \\SSC01\WIN32\SUPPORT\.
3. Copy the following .dll files. NAVCUST2.DLL and NAVINSNT.DLL.
4. Paste them to the failed machine as follows. c:\TEMP\Clt-Inst\Support5. Run as administrator on the local machine c:\TEMP\Clt-Inst\setup.exe.
6. The installation will fail or it will uninstall successfully.
7. Restart the Win2k client computer.
8. Log in locally as administrator.
9. Run c:\TEMP\Clt-Inst\setup.exe.
10. Follow directions for installation in above section.

This fix has been applied successfully several times by both Greg and myself. It does work with no side effects.
