Translation Manager help for forms language translation

I am attempting to translate a set of forms from one language to another (English to Dutch) and was told Translation Manager was what I needed. When trying to use Translation Manager it requires connection to a database containing translation tables etc., resulting in a XBD-00024 error message(ie. translation tables can't be found).

Does anyone how to set these up? The Translation Manager documentation doesn't seem to mention this.
