Transition Logs OK to Delete?

I've recently been thrown to the wolves in regards to SQL Server Admin. I have a transition log Approching 18GB. Is it ok to delete this file through the enterprise manager? If so will it recreate itself? What is an ideal size restriction on these transition logs?

Any info will be most helpful
